Salt River Bay
- Status of Marine Research and Education Center project
- Federal mandate to avoid building in 100-yr floodplain / status of Salt River Bay's floodplain classification
- Potential National Park Service failure to adhere to their mandate of protection and preservation of the land contained within the park.
- Status of demolition of abandoned hotel on Hemer's Peninsula
- Possibility of proposed projects leading to dredging of the bay and the potential impact on/destruction of bioluminescent creatures living in the bay

The Committee on Energy and Environmental Protection held a meeting on Monday, October 5, 2015 in reference to the WAPA Audit Report and Pumped Hydro Storage.

WAPA Audit Report - Testimony was in reference to the Management Audit of the Virgin Islands Water and Power Authority that was conducted by Vantage Energy Consulting, LLC.
     - VIWAPA Governing Board fully accepted the strategic plan laid out by the report and has agreed  to follow the plan.
     - WAPA has issued an RFP for a strategic planning consultant.
     - VI Energy Office is concerned that the Integrated Resource Plan (IRP) mentioned in the Audit focused mainly on generation and not energy efficiency.
 
Pumped Hydro Storage - Testimony was in reference to Island Energy Innovations pre-feasibility study concerning the USVI's goal of 30% renewable energy usage by 2025 and the need for bulk energy storage to meet this goal.
     -Island Energy Innovations approach benefits:
          - Fixed wind and solar costs below fossil fuel costs;
          - Taking advantage of continuing cost reductions for wind and solar technologies;
          - Fixed cost of electricity, not 60% of USVI energy portfolio subject to oil price volatility;
          - Maintaining WAPA customers rather than losing customer base, with remaining           ratepayers covering WAPA's fixed costs;
          - Meeting USEPA greenhouse gas goals over next decades;
          - Public health and quality of life benefits for the citizens of the Virgin Islands; and
          - Continuing to maintain a position of national, regional, and international leadership in integration of green technologies.

Bill No. 31-0067 - An Act amending title 12 Virgin Islands Code sections 1143 (c) (2) and 1152 (a), as amended by Act NO. 7705, relating to the definition of net metering and correcting an erroneous cross-reference citation; and repealing section 1149, as added by Act No. 7705, relating to the expiration date for residential customer generators having a generating capacity greater than 10 KW.  Sponsored by:  Senator Sammuel Sanes

Virgin Islands Water and Power Authority - Executive Director Hugo Hodge
- The propane project
- The current cost of electricity in the Virgin Islands
- An explanation in regards to why the territory has not seen a corresponding decrease in the Levelized Energy Adjustment Clause (LEAC) fuel consumption fee despite the drastic reduction of the price of oil in the world market which has declined 50% from June 2014 to January 2015
- Authorizing and directing the VI Water and Power Authority to give priority to local private and public suppliers int he bidding process for biofuel
- Authorizing the Virgin Islands Water and Power Authority to  conduct a cost and feasibility study for the privatization of its facilities, production and services
- Requiring the Virgin Islands Water and Power Authority (WAPA) to conduct a cost and feasibility analysis of the privatization of the administrative dealings of WAPA
